Columbus Metropolitan Library To Put Levy On Ballot
COLUMBUS, Ohio—The Columbus Metropolitan Library will place a 2.8-mill levy on the November ballot to replace an expiring 2.2-mill levy.
If the levy were to pass, the generated $58.2 million would restore services and operating hours and would provide money for books.
The library system lost about $11 million in 2008.
“When the economy goes down, library use spikes, and that’s happened here in Columbus,“ Executive Director Patrick Losinski said.
Losinski said the current (expiring) levy was approved by voters in 2000 and only lasts 10 years. He said without additional funding, more than half of the library’s income would go away.
Marsha Wickliffe uses the library often with her 8-year-old daughter and said the library means a great deal to them and others.
“My agency, Southside Settlement, uses it as an integral part of our programming,“ she said.
Wickliffe said she plans to support the levy and will vote for it.
OSU student Mark Thatcher also uses the Main Library on a regular basis.
“I especially appreciate that they have a lot of high-quality fiction that I can’t get anywhere else in Columbus,“ he said.
The library recently was voted National Library of the Year by Library Journal.
Losinski said it was also named No. 1 library three times in the last decade.
Voters will decide on the issue November 2, 2010 at a time when many taxpayers are feeling the effects of the slow economy as well.
It would cost $86 a year for every $100,000 of home value.

Most patrons visit the library on a weekly or monthly basis—not daily. Library hours could easily be adjusted without affecting services.
Professor Tokaji says that while the lack of spending limits and limited transparency are of concern to some, it’s much more troubling when spending on one side far outpaces the other. In the case of Issue 2, he said it appears both sides have a lot of money.
