When Will My Absentee Ballot Arrive?

My question is where is my absentee ballot? Why is it late?

We found:
If you sent in a properly completed absentee ballot application, the Franklin County Board of Elections sent your absentee ballot on Tuesday, September 30, 2008.  The Franklin County Board of Elections says that you should receive your ballot in 3-5 business days.  By law, the absentee ballots could not be put in the mail until 35 days before the election.
